Assem T. Raqaban

Chief Executive Officer

Assem occupies the position of Chief Executive Officer at Maskan Arabia, from June 2023. Prior to joining Maskan Arabia, Assem, held the position of Head of Real Estate department at Al Rajhi Capital, leading a team specialized in managing the investments and Real Estate Funds. Prior to joining AL Rajhi Capital, Assem held the position of Senior Vice President at Saudi Investment Department– Real Estate & Infrastructure in The Public Investments Fund, where he contributed in establishing many investment & developmental projects, and was a member of a number of committees and boards, as a representative to the PIF. Prior to that, he held the position of Director of Real Estate Development, at JABAL OMAR DEVELOPMENT COMPANY. In addition to the above-mentioned posts, he worked as the Director of Investments at METHAK INVESTMENT HOLDING, as well as Investment Manager with the SEDCO HOLDING, where he was managing the investment operations on both the local and global fronts for all types of assets.

Rami Hreiki

CEO Advisor

Currently serves as an Advisor to the CEO of Maskan Arabia, bringing his extensive expertise in strategic leadership and real estate development to guide initiatives in strategy, development, business planning, design, corporate governance, policies, and procedures. Prior to this role, he was the CEO of Modulines, Saudi Arabia’s leading Prefabricated Pre-finished Volumetric Construction company, where he implemented innovative solutions to streamline large-scale modular construction projects. Previously, Rami held the position of Chief Development Officer at Roshn, a Public Investment Fund (PIF) company, where he oversaw the entire Western Region portfolio. Before joining Roshn, he served as Chief Development Officer at Bloom Holding, one of Abu Dhabi’s premier private developers, where he expanded the company’s portfolio to a multibillion AED value. Earlier, Rami was the Director of Residential and Commercial Development at Aldar Properties from 2005 to 2014, where he managed a broad range of residential and commercial projects, playing a key role in Aldar's growth. His early career included a role as Senior Architect at Jacobs’ Abu Dhabi branch, where he contributed architectural expertise and project management to complex design projects before transitioning fully to real estate and development management. Rami holds a Master’s Degree in Architecture from Université Saint-Esprit de Kaslik (USEK) in Lebanon and a Project Management Diploma with Distinction from the University of Cambridge.

Abdelhalim M Hafiz

Chief Delivery Officer

Mr. Hafiz is a professional Engineer, Certified Cost Engineer and Project Management Professional with over 25 years of experience in Engineering, Project Control & Management of construction of residential and commercial buildings in multi geographical regions that includes, UK, USA and KSA. Mr. Hafiz holds a BSc degree in Civil Engineering from University of Khartoum and Master’s degree in Engineering Management from University of South Florida and have a broad knowledge in International Building Code, Construction Standards and development of residential buildings.

Abdulaziz Al-Saghyir

Chief Operating Officer

Is a seasoned professional with a background in industrial engineering from Alfaisal University. He started his career in management consulting with Boston Consulting Group (BCG), where he honed his skills in strategy and operations. He later transitioned into the Saudi entertainment sector, working with Saudi Entertainment Ventures (SEVEN) and then Qiddiya Investment Company, where he contributed to major development projects in line with Saudi Arabia's Vision 2030. Currently, Abdulaziz serves as the Chief Operating Officer (COO) at Maskan Arabia, a leading real estate company in Saudi Arabia. In this role, he oversees operations, driving efficiency and growth as Maskan Arabia continues to play a significant role in the Kingdom's real estate development sector.

Ahmed Hussain Soomro

Chief Financial Officer

Is a qualified Chartered Accountant from the Institute of Chartered Accountants of England & Wales (ICAEW) and a Certified Management Accountant from Australia and New Zealand (CMA ANZ). With over 18 years of experience in accounting, finance, taxation, and related fields, Mr. Soomro brings a wealth of expertise to his role. His professional journey includes five years as an Engagement Auditor at Ernst & Young, followed by his tenure as Senior Finance Manager at Al Mutlaq Real Estate Investment Company. He then served as the Chief Financial Officer at First Project Real Estate Development Company. Mr. Soomro is highly skilled in financial strategy and planning, International Financial Reporting Standards (IFRS), budgeting and forecasting, and other accounting-related services. His extensive experience and strategic insights make him a valuable asset to the company.

Ibrahim Suleiman Abu Mutlaq

Head of Sales and Marketing

Mr. Ibrahim S. Abu Mutlaq holds a bachelor’s degree in computer science and mathematics. He started his career in the banking and finance sector, giving him experience in sales of personal finance products and team management. He moved to Maskan Arabia to be a founding member of the company’s sales department and has a track record of successful sales target and personnel management. Mr. Ibrahim’s experiences added a great benefit to Maskan Arabia by managing the sales and customer services department, He always strives to keep these services up to the required level‫.‬‬‬

Yousef Ibrahim Al-Shamrani

Head of Shared Services

Mr. Yousef is a holder of Bachelor’s Degree in Business Administration from Al-Imam Mohammed Ibn Saudi Islamic University. He currently occupies the capacity of Manager of Shared Service Department. Mr. Yousef has experience that extends for more than (17) Years, and he started his career working in Banking Sector, and in the middle of 2011 he joined Maskan Arabia Company. At the beginning of the year 2013, he moved to work in the Department of Human Resources, Administrative Affairs, and Supporting Services, during which he contributed to the proper implementation of Company System and Policies, creating an attractive work environment for all Company’s Employees, developing their capabilities, and providing distinguished job cadres to contribute to achieving the goals and aspirations of the Company and upgrading the quality of work in it.
